SUMMARY:
The NDIS Independent Review has confirmed a new maximum rate of $156.16/hour for Music and Art Therapy, effective 24 November 2025. This now matches the rate for counselling.
To claim this rate, therapists must be professionally qualified and accredited through a recognised registration body. (More info available in the PAPL – see more below.)
These therapies remain accessible supports under NDIS, as long as there is evidence of benefit specific to the participant’s disability-related needs.
NDIS Update: Art & Music Therapy Supports
The NDIS Independent Review, led by Dr Stephen Duckett AM, has confirmed that Art and Music Therapy will continue to be available to people with disability—where there is evidence of benefit related to their support needs.
New Price Limit
From 24 November 2025, the maximum rate for Art and Music Therapy will be $156.16/hour, matching the rate for counselling.
Eligibility Requirements
To claim this rate, therapists must:
- Be professionally qualified
- Be registered with a recognised professional association
- See the updated NDIS Pricing Arrangements and Price Limits (PAPL) guide – n.b. it was previously called the NDIS Price Guide. It helps participants and disability support providers understand how price controls for supports and services work in the NDIS. It explains what providers can and can’t charge for.)
Key Recommendations from the Duckett Review:
- Clearer distinction between therapeutic and non-therapeutic art/music supports
- NDIS funding cannot cover the cost of art/music activities, but can fund supports that enable participation
- The NDIS Evidence Advisory Committee will assess the evidence base for these therapies in its 2025–26 work plan
- A process will be developed for decision-making where evidence is limited
Why it matters
The review found that current pricing was too high and placed pressure on the broader therapy market. The new rate ensures fairness and consistency across government-funded services.

Art and music therapies can be effective, and even life-changing, for some people with disability… These findings came to life through the deeply personal stories we heard from participants, families, and therapists.
Remember, in line with existing arrangements, core support funding can be used for support to enable participation in art or music activities but does not cover the cost of the activity itself.
